On my first visit to Canada back in 1980, what impressed--and surprised--me the most was that Canada seemed civilized. "needs" have always had something of a bad press here, especially if the persons doing the needing are poor.
I've talked to Canadians,and what they say is that they don't understand a system where the more you need something the less of it you can get.
